Oro Vista Urban Flow Management Project

I am excited to announce that this week, the Energy Climate Change Environmental Justice and River Committee approved $10,590,600 for the Oro Vista Urban Flow Management Project – a milestone project funded through Measure W, the Safe Clean Water Program. This section of Oro Vista Avenue is historically polluted and a site of frequent flooding in the Sunland community.
The proposed project covers a drainage area of 226 acres and will implement a combination of stormwater infiltration features (such as drywell systems) to improve water quality and remove pollutants, flood mitigation features, and modernized stormwater infrastructure (such as catch basins that connect to the storm drain system), and a variety of greening and safety elements such as infiltration planters with native plants and trees, and permeable sidewalks.
This multi-benefit project is an example of the work we continue doing across the 7th Council District. The project will take place over a 5-year period; community meetings are anticipated to begin in summer of 2021. Regarding COVID-19

On Monday, the County of Los Angeles lifted some local activity-specific restrictions; however, we continue to experience substantial rates of COVID-19 transmission, and the danger this virus poses to our communities has not diminished. Since the beginning of this month, my office has taken a hyper-localized approach and provided easy access to the vaccine by hosting three COVID-19 vaccination pop-up sites across the 7th Council District. All vaccination pop-up sites were a success! Each day, our office receives a high volume of calls from people who are eligible for the vaccine registering for an appointment. Over 2,500 CD7 residents have received the vaccine so far at these clinics, but we still have many more appointments available.
Next week, we will continue with our mobile vaccine sites and will begin to offer 2nd doses to residents in addition to first dose appointments. We need to remain vigilant, and with our collective efforts, we can help stop the spread and save lives.

The City Council Allocated $2 Million in COVID CDBG Funding

The City Council allocated $2 million in COVID CDBG funding to expand the Tech2Go mobile hotspot program run by the Los Angeles Public Library. As part of my continued effort to invest in our communities, I introduced a motion to expand this program which will help provide internet access to families and households that lack these services. This funding will allow the LA Public Library to purchase and maintain an additional 1,400 wireless internet hotspots that will be circulated citywide. The mobile hotspots are easy to use and allow users to connect their laptop, tablet, and other Wi-Fi-enabled devices to the internet.

Fireworks Continue to be a Significant Nuisance

Fireworks continue to be a significant nuisance in the City of Los Angeles, causing a wildfire threat to our communities, distressing people, and endangering pets, livestock, and wildlife, as well as causing air pollution. Thank you to members of my community that worked with my team and I to build awareness in advance of 4th July, I introduced legislation today calling for a comprehensive plan to address illegal fireworks.
My motion directs City Departments to:
•Create a fireworks buyback program
•Create a reward program to encourage individuals to report major suppliers of illegal fireworks
•Enable the MyLA311 app as a platform to report illegal fireworks year round
•Expand the current seasonal online portal via the LAPD website
•Report with data on the number of dead and recovered animals during periods of increased fireworks usage.
This cultural shift will help our communities by preventing structural fires and wildfires, improving the quality of life for residents, and increasing animal safety.

Violence in Asian American Communities continues to Surge

Yesterday’s shooting in Atlanta reminds us that violence in Asian American communities continues to surge. The shooting took the lives of eight people, six of them women of Asian descent, creating justifiable outrage and fear in the Asian-American community. Any crime of this nature is unacceptable and my heart breaks for the families of the victims. As part of my effort to end ANY form of violence toward any community I joined my colleagues to report on data of the increased crimes against Asian Americans and on the department‘s response to the trend. It also instructs the police department to report on potential resources it could use to reduce instances of hate crimes against Asian Americans and cultural sites and to identify and prosecute suspects responsible for the crimes.

Today, we commenced our third FREE COVID-19 vaccination pop-up site in Sunland-Tujunga. Each vaccination site has been a success! Over 2,000 + CD7 residents were vaccinated during our first two hyper-local vaccine distribution sites. We will continue to work hard to create a hyper-local approach and easy access to the COVID-19 vaccine. Anyone age 16 through 64 who has underlying health conditions or disabilities that put them at the highest risk of becoming very sick from COVID-19 are eligible to be vaccinated.
Other eligible groups continue to include custodians, janitors, public transit workers, airport ground crew workers, social workers (who handle cases of violence, neglect or abuse), foster parents providing emergency housing, food service workers, farmworkers, animal agriculture workers, emergency services workers, education and childcare workers, healthcare workers, long-term care facilities residents, and seniors aged 65+.

Today, we commenced our third FREE COVID-19

The Controller released a report in August 2020 showing we still have a lot of work to do to close the gender gap in our workforce. Today, the City Council voted on recommendations based on that report. Women comprise only 28% of the City’s full-time workforce and lag behind men in hourly pay and gross amounts earned, including bonuses and overtime. In commemorating women’s history month, I wanted to remind us all of how we need to work with intention on this issue. I look forward to reading the forthcoming reports on the City’s efforts to attract, recruit, hire, and retain more women.
